What Monson means is that when you’re being obedient to
someone or something it can be testing you. Say that you’re in class your teacher
does not allow phones but there you go using it and your teacher catches you
and you get in trouble for that and your phone taken away. This was your test
now the your teacher will check on you to make sure you are not using it.
